Yeah, pretty much. After all, we saw the backlash Xavier received just from accessing Hulk's mind. And since the destruction and tragedy of Sakaar from 'Planet Hulk' was worse then the destruction of the country, Bialya, in 'World War Three,' J'onn would be even worse off than this if he tried telepathy:
