Thor and Surfer would win in so many ways.
Surfer just BFR's Adam in the beginning of the fight...then absorbs Supes energy as Thor beats him to death, or prepares a god blast, or they simply tag team him. Or he tosses his board at Superman (knowing Supes he'd undoubtedly try to catch it), and trap in in his board. Double BFR. Too many scenarios to even list.
There's no way Superman can blitz or one shot surfer, that's for sure.
As a team Thor and Surfer win 10/10

Surfer is very slow in battle. Traveling speed doesn't equal battle speed and reflexes (SS has terrible ones). I'm pretty sure that Spider-man can blitz SS on land (not that he would do much damage though). When the fight starts Supes hits SS first. Then he hits him again before SS recovers and then again...until ko.
Then Supes joins BA in the fight against Thor. Supes does the same to Thor.

If Surfer is slow in battle, its only because he chose to be. He has way to many speed feats for him to be the slug you make him out to be. I mean, just even looking at the respect thread gives you these -

Those are nice but hardly that impressive in this company. Spider-Man/Cap A/etc can dodge a punch from Hulk. They've been known to 'dodge' bullets/lasers. Missles (is that what's coming off his right shoulder) are easier. Another straight-forward travel based speed feat.
Only the one with Impossible Man is even analagous to the type of superspeed fighting blitzing implies.
Admittedly I like the last scan but none of these guys are as weak as She-Hulk by a long shot.
I dont know, but it just seems that the Surfer is way to versatile.
I dont like to refer to the respect page because we all know the character, but damn. What cant he do? He has shown signs of just about everything to me. I mean phasing and matter manipulation are just two other things we havent touched upon.
Really, if written properly, no top tier heros should even be in the same league.
The problem with SS is his battle speed.
If SS was as fast (reflexes too) as Superman in battle then I would easily give him the majority over Superman. I mean Supes will beat him to the punch everytime in a battle. It doesn't matter what type of power Surfer has because he won't be getting to use it (unless he has prep).

Oh, agreed. If this were a comic book battle Surfer would be nigh unstoppable. His treatment of Hulk, vs Thor's battle royales against Hulk, definitely give the word 'cosmic' that extra bit of 'umph'!
