If Hulk had that kind of power, he wouldn't have had his neck broken, because his neck muscles and bones and tendons would not have been twisted in such a way.
He wouldn't have been slapped around by Juggernaut, or smashed to his knees by Sentry.
And, all the many, many times that all the Hulks have been beaten, killed, drained, etc., would have never happened.
Also, if Hulk did have that kind of power, none of you would read the books anymore, because what frickin' fun would that be?
Hulk's strength is incalcuable. On panel, it has been attempted to measure his strength, and it is immeasurable. He accesses more and more of his boundless strength as he maintains a state of rage. Thus, there is no limit to how much stronger he can become.

Unlimited Strength doesn't = invincible. But Durability+HF does...Hulk HAS been bloody, has had 90% of skin removed, incinerated, holes blasted through him as well as shot in the brain as Banner.
What you fail to understand is that he still gets more powerful through it, and heals at the same time.
Because someone is always potentially more powerful and physically damaging than someone else, does not mean they cant be harmed.
