They aren't really in the palm of his hand. In this panel he's actually contemplating on what he and Spectre must do to thwart the brothers. They are the sum total of both DC and Marvel. They easily dwarf LT.

it has nothing to do with the Spectre btw.
Although yes, it's obviously an allusion to "Spectre"
that's because the Brothers were Retconned in that issue
only 3 months after DC vs Marvel.
I always figured Marvel just wanted to ease their transition from embodiments of Marvel/DC,
to just representing Two Marvel MegaverseS: (in the LT's 2006 bio)
Also notice, any allusion to the "consultant's" identity is ignored this time.

During Marvel vs DC, the LT & Spectre nearly obliterated both Brothers,
by merging them, and keeping them merged ... forcibly.
(the writers forgot about that when they made Access say they were insects to them)
