I think he is and with good reason. Mr Master may be correct, and saw something that I didn't, when I read the cross over. It doesn't make sense as the were the Avatars of both DC and Marvel though. 😕
Only one problem with your scans master, it says universes repeatedly and we know that what was merged was the DC and Marvel Universe to create the Amalgam Universe, it was nothing short of a Miracle that the Universes (DC and Marvel) survived like you say. However the effort that Spectre and LT made, was to make sure that one of the universes (dc ore Marvel) wouldn't have been destroyed by the brothers in there little contest.
And why would LT and Spectre need Access help if they truly had the power to force them together then they should also have the power to separate them again but they haven't. That's right they couldn't stop the brothers from separating and in that way one of the universes would have been destroyed. Access LT and Spectre needed batman and Captain America to separate the universes and prevent momentarily Armageddon. And why would they find it a miracle that the universes existed if it was them performing the Merging and separating.

owning both Brothers by completely Remaking/restructuring them by force.

The fact is,
that the LT & Spectre could've wiped them out.
So Protege can copy the Brothers' powers and stalemate them,
and Scathan can probably take them out even quicker.
I'm figuring Miky/Lucy and others above Spectre can do the same.
