First Frank needs to infiltrate SHIELD without getting caught.
Then he needs to get out of SHIELD without getting caught.
Then he has to avoid getting caught when SHIELD finds out what he's done. So he's already going to have a cape-killing government organization on his ass in the MU alone.
Then there's the fact that he doesn't even know where to get what he's looking for. Or what he's looking for for that matter.
What is he supposed to find? A hardrive with info? Maybe.
A disk? Possibly
A head contraption? Who knows?
What if it's a generator sized piece of machinery though? Then what?
THEN he has to figure out how it would work, and if it was on a disk or drive how to build whatever kind of device that the info he found told him.
The time and money invested in such an operation would already most likely wipe Frank's current resources dry.
On top of this there's the whole fact that if SHIELD DID have the tech to make their people geniuses they sure as hell would have used it by now!
But when you see people like Hill, Fury, and Dum-Dum Dugan (oh the irony) running the show, we're not exactly left with that impression are we?

Okay, what's logical about this? You ASSUMED SHIELD has technology that can increase a person's intelligence into a gifted capacity.
You ASSUMED that it would be easily accessible to Punisher simply based on the fact that he's been in a SHIELD hellicarrier if they did.
You ASSUMED that doing something like this would carry no ill consequences on Frank's part.
Hell, you ASSUMED that this would be Frank's course of action in spite of an entire career of him running around with a "shoot em up" mentality, and what for? To capitalize on weaknesses about heroes he only has public and quite limited knowledge about in some ploy to be as dangerous to over 60,000 people as Batman is to his closest colleagues...

The fact of the matter is as I said, you'll go to any lengths in addressing "your" character the benefit of the doubt so that he/she will look good in a thread.

That right there says it all.. you're "logic" akin to your debating "tactics" are total crap, rely on extreme benefits of the doubt and pretty much ignore feasibility and plausibility for the sake of making your characters look better than they are..

No one said he wasn't smart/cunning.. but he's no genius. If he invests time into learning more it's going to be a lot of time, if he invests money.. where does it come from? You're talking about a man who drives around in a van.
Okay lets ASSUME he is more intelligent for whatever reason... now what? How is he going to make use of DC characters' staple weaknesses any better than he would have before when he's stuck with only using common knowledge about them?
