Y'know, the best tactic Luke has is still to hold Neo still in the Force with Force Stasis, then manhandle him with the lightsaber. And even if Neo manages to fly forward and punch Luke, Luke still has Force Protection Bubble to protect him, or he can use that thing where he can make himself so immovable not even a black hole can move him.

That would be NJO Luke, by a fair bit, but it's not like a "Luke pwns" scenario. But yes, NJO Luke would win by quite a big margin, as he is more powerful than Palps. Also, I believe a while back we had a thread where we determined NJO Luke could beat both Yoda and Palpatine simultaneously.
