Why not? it was already implied with the battle with Warlock. If magic is just another form of energy he could potentially own ay magical being simply by draining their power. i find this disturbing

There's a history of energy manipulators effecting magic because it is just another form of energy, across companies. And thats been established in Marvel explicitly.

Genis is a totally differnt monster. I can more readily accept his feats. But i still dont think magic with its nature being so complicated that it would be so easily manipulated b one as unskilled as Vulcan

If the magical being is more powerfull than him, and thus overpowering Vulcan's control over their magic, then no, Vulcan wouldn't be able to do that.
