You misunderstand- background as in when you create your character story, like in Mass Effect with Spacer and the like. Not Race as in Human, Chiss, Miraluka and the rest that actually changes your character.
He posted that reply in direct response to people querying cyborg. Cyborg has in no way been announced as a racial choice.
Who the hell cares about the difference? Its semantics, and nitpicking at best. All that changes is that I use teh word 'background' rather than 'species'. I'm pretty sure that choosing to be a cyborg does 'actually change your character'. I mean, theres a physical difference for one.
Odd then that the response says nothing about cyborgs at all. Cyborgs have been seen in the character customisation screen by multiple sources. There's videos floating around on the net about it too.

The situation is this:
1. When you make a TOR character, you choose a species.
2. That PC Gamer article said that cyborg was one of those choices
3. Daniel then said, in response to many queries because cyborg had never been mentioned before that the table was in error.
4. The eight choices you actually get are:
Human
Chiss
Miraluka
Mirialan
Rattataki
Sith Pureblood
Twi'Lek
Zabrak.
Please note that cyborg is not on that list.
Hence, cyborg is not actually a TOR race at all. When you said above it was available as a racial choice, you were wrong. Sorry to disappoint you. Now, if they add cyborg in later, then fine- but as it stands, there's nothing there, and your scan from before is irrelevant.
In TOR you do NOT choose your species as a background choice though- it's actually a major part of your character.
Background in TOR is like it is in Dragon Age or Mass Effect; it affects what some of your missions are and responses from people and that sort of thing.
There is still time for announcements and they may yet announce cyborg as a playable race. But they haven't yet.
Well that's not actually confirmed either, you know. There has been no announcement of a cyborg option in any form.
And I am afraid you are on a pointless path trying to compare it to undead. If it is a background option, the point is you will choose a race AND choose to be a cyborg, whereas taking Undead makes you distinct from being Orc, Human etc. The two things do not compare. There's no guarantee, if cyborg is in, that there will even be visuals for it.

Well the scan is irrelevant as its contents were immediately disavowed by Bioware.
There are all sorts of purported things coming from the beta. I'd be wary of taking mere cosmetics of indication of anything- it might just be an appearance choice.
Wait until Bioware actually announces such a thing before you get your hopes up.

We have people saying its a race/background option and we can actually see people in the game running around with cybernetics on their faces. Sorry, but my hope is undampened.
