Basically the only thing that was ruled out is bringing the Crown into the battlefield- just like I thought...the rest is up to considering.

So drafting Wong for 15/20 gives you access to all the artifacts stored in his classic base? (Dr Strange's Sanctom)
I still can't believe they essentially drafted a herald for 15 points ... and got away with it.
It's an exotic case of somebody being in posession of herald level artefact yet not using it as battle\standart equipment.
Wong isn't the owner of Dr Strange's collection of artefacts, so he can't use it. Being an owner of something and having it as standart equipment doesn't equalise.
For example, Emma Frost owns portable version of Cerebra and has been shown using it several times (the last one being C&D #9 if I'm not mistaken). But since it's not her usual in-battle equipment, it won't be standart for her (though avaliable via prep base).
However, I made case for Zachary Zatara (drafted for 25 points) using the herald+ level collection of artefacts in Shadowcrest (Zatara family mansion), those artefacts being not standart equipment for him, under premise that those were the property of Zatara family, not specifically Zatanna or her cousin, but avaliable for every Zatara to use (as long as I won't be bringing actual above mid meta stuff in the battle).
So... it's possible to get legal base powerup at levels greater than the character owning the base.
Interesting point by Scoob on the implications of delph's ruling in his match:

Delph, can you address this if this is a possible scenario?
I was actually already questioned in regards to that via PM earlier in the tourney when the Cask of Ancient Winters issue came up and later with the Miracle Machine.
The answer (and ruling) was that it couldn't be brought into battle, but it could be used during prep to amp your characters (like the Miracle Machine).

i told delph i would take cog next season in the draft. why wouldn't i or someone else? he AUTOMATICALLY allows you to make gods out of your entire team.
I think Delph should issue a ruling in the future to limit the power scale of items that can be used for prep
or else, people will just look to draft characters with access to incredibly powerful items
if one finds a way to access say the reality gem for prep, then you could have your team made of jubilees and still own your opposition by simply turning your team to gods with the reality gem during prep
I'd just like the record to show that I wanted no prep at all when we were hashing out rules, because this is inevitably what any amount of prep devolves into. If the ruling stands, by next season it will cease to be about debating, and be solely who can find the biggest power-up for their team in prep.

ditto. i recall pushing for a no-prep match in the previous tourney but everyone was against it. meh. i'v ealways been willing to adapt in these things. i'm not against the rule as outlined in the rules. i'm opposed entirely to the notion that a ruling was made based on the 'entire history' of the character in question (KING COG was the character, not just cog since KING COG was drafted) and that 'entire history' amounts to exactly ONE issue + a couple PANELS. i said throughout--there is no way to make a logical or fair ruling based on that amount of evidence. and i still don't get how a crown isn't standard for a king. 😬
