I also agree with most of Con's points, except for the child torture one. It is not that Azarl is a goody-good but such a threat may incite the Epireans to rebel anyways. Which we are avoiding.
As for the executions, I do not see the need to actually stop them, so long as they believe we are making some effort to keep them from happening. Con IS a fantastic Liar...
