You get a bad feeling about all of it, Roan, but he is too strong in the Dark Side for you to be able to find the truth of it from looking at a bio. He's had years to build that cover.
The problem is, this is a poverty-stricken area of the Galaxy, and though the Basilica sayas otherwise, Mandragos is not a wealthy world (hence it being such a low city other than the Basilica). It is the same in many of the worlds in nearby systems; teeming mulititudes of poor peasants and labourers with whom the paperwork is not exact. The vast majority of followers of the Church are only nominally recorded, and even those working for it are often informal. Only once they start to gain seniority and come to the Basilica does it start to come together.

Difficult situation, this... of course, you must remember your limits, Gallagher.
"Don't let her go!" Andro calls out to Jelena, referring to Kathya, as he bolts into a dead run in Gallagher's wake. "Gallagher! STOP! I have to talk to you! He's EVIL Gallagher, he's using you!" Andro shouts these and other lines in the same vein as he pursues his friend.
(Andro's in full-out chase mode, people either get out of the way or get run over. If Andro has any ability to use the Force to 'nudge' people as he goes, he'll try that. He will try to stay as close as possible behind Gallagher until the guy gives up or gets away. There will be no grabbing or tackling. Although I'm sure the crowd will still think Crazy Andro is trying to Murder the Great Abbot/Archmandrite-to-be Seinar's poor little pet Jedi and will end up massing in Andro's way, but he has to try.)
"I disagree," Jelena says, following Kathya closely. "You signed off on a series of transactions to and from the Offatory fund. I am having the bank accounts traced as we speak, and I am positive that it will turn up the laundered money from the Spiridos operation. It will have your name on it, and you will be as dispensable to Sienar as Varm and Mirani were."
Jelena will try to sense Kathya's mind.
"What, do you not believe me?" Jelena says. "Two of your fellow conspirators are dead, we have possession of the Offatory fund records and the private files from Mirani's office on Spiridos regarding Sienar. I notice your friend the lawyer is not protecting you now. That alone is a sign that Sienar is willing to cast you aside."
So what does the church have that Sienar couldn't get elsewhere.
Its not power, as he could have pulled a palpy and gone political or gone outlaw.
its something the church HAS that he would have access to in the position of extreme power within it.
Is his position like the pope wherein he would have access to some sort of secret? Maybe information of some sort...
(Meta: I'm nearly positive Sienar is after the SnK, and the church is going to help him in that quest.)
(Tpt, I never thought of that, either. Makes a lot of sense, but what about Seinar being seeming willing to die to turn one of us? Is he truly willing, or just taunting?)
Andro will run until Gallagher stops or some principle of physics stops him. "Gallagher, we must speak! Surely you know what's going on here! You don't have to stay with him!"
Gallagher keeps just ahead of Andro while moving through doors and up stairs.
"But I must!" Gallagher says. "I have forseen it, Andro. If you kill Sienar, all is lost. I must unravel this from where I am now. Now, leave me alone!"
Gallagher will use the Force against Andro to slow him, taking advantage of the fact that he is much more finely tuned to the Force than his Jedi friend.
