Gallagher sighs, both in relief and in sorrow. He realizes that, for all his power, his offensive maneuver was not as strong as it appeared to be, and that Andro must have given up the chase. He hopes that it will not negatively impact upon his friend. There is little he can do about that.
Failing to get his hands on the suitcase or speak with Kathya, Gallagher decides he will try to see what Sienar's personal quarters are like, wondering if there will be anything of interest within. If not, he will at least run into Sienar and discuss with him the fact that he did not kill anyone involved with his sister's kidnapping...
Gallagher will enter Sienar's chambers, looking around as he does so. When he realizes that Sienar is there, he is somewhat crestfallen, having hoped that it would unoccupied so he could search the room for anything that could give him answers.
What is Sienar doing? If he is just sitting, Gallagher will seat himself opposite.
You have zero evidence. You haven't actually connected the fund to any wrong doing. You can't arrest her for administering a charity.

"I can feel the mood of the whole city," says Sienar. "Every emotion, every feeling. Every last selfish, hypocritical urge. Through the Force you can feel then pulse of the universe."
Gallagher is further confused by Sienar's attitude, suddenly different than the confident and wisened man that has kept Gallagher under his watchful eye.
"No," Gallagher says. "They genuinely believe you can help the Galaxy, because they do not know what you really are or what you intend to do."
Gallagher will try to sense Sienar's mind, just in case he has let his guard down.
