There is a significant gap between the first blast and the second. Orion recovers while Surfer continues fighting constructs and then he blasts Surfer. Surfer's response probably meets status as being a one shot.
I don't think Thor has ever waded through Surfer's blast. I think he uses hammer to absorb it.

Yes Thor recently waded through it like it wasn't shit. Surfer has blasted other high heralds with little to no effect.

Of course he has. Busiek even revealed later Superman was holding back with HV.
Both Darkseid and Hank Henshaw have tanked Surfer's blasts with no issues.
Even Teen Clark can outdo Surfer.
