The way I'd put it is, while Wildcat is not technically one of the top DC martial artists, he is at a level where the top martial artists take him seriously and need to keep their guards up.
Heck, one of the few times Lady Shiva complemented Black Canary's skills, it was when she used a move she learned from Ted.
Ted is classified as second teir in martial arts on this site, understandably. The exact amount of MAs Ted has mastered is unknown, but there has only been 5 explicitly stated besides boxing, with more implied. He clearly displays more than boxing routinely. In a sense he definitely is an elite martial artist as he is established as the best that ever lived in a specific martial art in the DC universe.

Ted may have knockout power, but he's too one dimensional to beat someone who can keep up with Spidey.Basically, Matt's going to read Ted like an open book. You really need to be blatantly super human, have a way of nullifying his sixth sense, or catch him on a bad day (Say, when he's sick and the radar sense isn't working so well) to catch him flat footed.

Daredevil has beaten Gorgon, destroyed Ultron and one-shot Wolverine. You might want to think Spider-man is more impressive, but then you'd be wrong.
