Why exactly? Wouldn't it make more sense to dismiss the showings where he can't since he's done so on panel and has documented powers of levitation? If the guy can lift the weight of a train off the ground with levitation I think it's safe to say that he can do the same with the weight of his body(especially since he's done so before).
the presumption is that he can't...since if he could, the board would be pointless (yes I know it is an offensive weapon, but it is his main mode of transportation...I doubt Surfer has a board for style points)
and if it was actually stated on panel that he couldn't fly without the board, that further supports the supposition

the 2 instances where Surfer flew without a board could be writer ignorance, as it might escape alot of people the fact that surfer couldn't fly.

The thing is Darth if he could do the same things without his board then with it why have it? The reason is his board propels him in ways that he couldn't do by himself. Those stats can't be attributed to him is what I'm saying. Furthermore, the only reason I was partially agreeing with Galen is because he was just making the point that SS hasn't shown body movement on par with Supes in combat without his board which is mostly true.

Yes it could have been the writerS(two different issues with different writers)... but then again we're talking about Stan Lee and Jim Starlin and I'm pretty sure they're both fairly familiar with Surfer's abilities 😬 .

For example, when Logan completely heals from being incinerated in seconds (a feat far beyond even his incredible HF capabilities), that would be an example of PIS as well...where there is no forgetting of any powers

Did I at any point say I was sure or that my mind was made up and couldn't be changed? The whole reason you had to press for an answer is because I wasn't actually trying to answer the question, I just said "it depends on the writer, I've seen it before".
I was asking for your opinion because I know you are very knowledgeable about Surfer. But if you said "honestly I don't know", I would've been fine with leaving it at that.
