The reason why I say that it's as close as it can get is because of what Mandrakk, and Superman represent. First of, they shouldn't be in verss thread because the represent the entire part of good and evil in story.
Mandrakk by himself was destroying DCU, he was the greatest threat as stated. His "weaker" version was easily able to destroy Spectre, and Radiant. Not to mention, Mandrakk is the strongest of the Monitor. We have seen what a monitor can do. Some tanked universal blast, stopped time, and viewed as Angels (by the author). Yet, they couldn't hope to defeat Mandrakk. Mandrakk power keeps increase as he eats the DCU. Now depending on how you look at it, but it pretty much stated that he can't be stopped except by Superman's story, and the CA. To me, that's very impressive

Actually, I know I read something about the IG, and the gems. It's just that I never get into it. They are boring(MU all together). It's like every week they find someone else to be the strongest being in the universe.

He was never omnipotent, or anything like that. Though, he was very close to it. Depending on how you want o interrupt FC.
Mandrakk was eating DCU alive. Characters of all kinds are no match. Characters like Spectre, Monitors, Radiant, Superman, or any cosmic power could even't beat the much weaker version of Mandrakk; he even held bleed. He was the greatest threat and the universes had no natural defense against. We know the Monitors took shape from inspecting their universe, but they aren't from DCU. Also, the meaning of DCU. Does it include "heaven", and the Presense? If so, imagine how powerful Mandrakk was. Either way no character seemed to have been stronger then Mandrakk, because his story was greater. Everyone's (except Superman's) was being eaten. Yet, Superman beat him
