That would work so well in so many ways, (i hate the whole 'psychic bomb thing' it really brings the whole story down in sophistication, IMO), but fails in so many others. The whole point in the Rorschach and Doctor Manhattan's final scene, is that they are stuck in a ethical dilemma that is based on spur of the moment reasoning rather than contemplated judgment. Its a comparison to the hypothetical situations that philosophers create, to highlight the problems with moral theories. Also the whole idea that a man is able to convince a "God" of what is normatively just, kind of defeats the point in the whole Doctor Manhattan loosing his humanity. I thought the Doc kills Rorschach illustrate his attempt at trying to re-connect himself back to humanity? (Sorry about the bad English, a bit pissed at the moment). Also the idea of a morally questionable person like Ozymandias persuading a God like being like the Doc, about what is "right" just doesn't seems weird.
