Feats dont mean anything if you are slower in actual fight. Bulleyes got better agility feats but still got his arse kicked by a less agile Punisher...twice.

Actually thats not relevant. Even if he had could have tagged him with his claws that just means he needs a weapon to hit BP.

If you take them individually yes, but if you take it as a whole it suggests hes faster and if we add Cap vs BP that clinches it for me.

He was hardly damaged in the prvious fight and it wasnt long. It was stated he was tired but you cant just assume he was starving and severaly sleep deprived when you feel like it unless it was specified.
Anyway doesnt matter because Wolverine wasnt too fast for Cap, Cap had not trouble tagging him, in fact Cap has never had problems tagging him.
