Good question.

Probably two seperate drafts, two characters each time. The first will be first come, first serve, the second will be a reverse order of the first draft.

There's always obscure characters that we wouldn't think to list. So the High Meta tier in the tiers thread is a good starting place (or below). Anyone not on the tiers thread must be voted upon by Smurph and Blair.
