People could just as easily assume that any off panel action was nothing other than Surfer dominating Bill with ease, and there'd be no more evidence to support your theory than there is to support theirs.
I think 7-8/10 for Surfer seems more likely since I'd give him 6/10 over Thor.
If it was a one hit that would be silly. But at least it's even, he downed him in one hit, while Bill knocked him out in two.
Anyways, I don't even know my point was at that time, and I'm just saving face, so I'll post these:
It was a sucker hit but he puts down Silver Surfer with two blows. I mean he knocked his ass out. This happened only a few pages in, and Silver Surfer was still down next issue.
