I do not think if a woman walks by and someone shouts "nice legs" that is harassment.

Yes, if it's repeated by the same guy or he ATTACKS her...I mean, an attack isn't harassment, it's assault.

The point is, women feel scared by catcallers because A) they get it all ****ing day, and B) they can't even tell them to leave them alone without fear of being stabbed or otherwise assaulted

But again, I have covered that. I think if the same person repeatedly keeps doing that it is harassment. If someone just says "nice ass" as she walks by...it's rude and vulgar, but I don't consider it harassment.

What is next? Asking for a phone number is harassment too? Cheesy pick up lines?

We're not saying to make anything illegal, we're just saying that men need to sort their ****ing shit out and stop acting like they're allowed to leer and shout at every woman that crosses their path. This isn't about law, this about culture.
