If you go up to a woman in a bar and fumble your way around a bad pickup line or compliment and get turned down, I don't think anyone will ever see this as harassment. But if you go back to her or keep pushing it, then that's a very, very short path to harassment.
I don't understand how it's so difficult to understand, all it takes is a small amount of reflection to figure these kinds of details out.
