Based on what? Batman isn't supposed to be the best martial artist. He is the best detective, an amazingly cunning stratigic thinker and a formidable hand to hand combatant, but he isn't the best and he isn't supposed to be. Shiva, Dragon, Tiger and Cass are all better fighers than Batman. Doesn't mean Batman's isn't good - he just isn't the best - but unlike Shiva, Dragan, Cass, Bronze Tiger, Maddog, Alpha, Connar Hawke and Dracon, Batman has much more to offer than his considerable combat skills. Batman is more than the sum of his parts.

No Bat gadgets involved: Elektra takes this. She has mystical ninja abilities that make her faster and probably stronger than Bats. Btw Batman isn't the most skillful martial artist in comicdom.
He's a very good, very competent martial artist but not nearly the best. There are probably 5 or more people in the DCU alone that are better pure martial artists.

Shiva has never tried to use the Leopards blow against Batman...Shiva has said she is better than Batman, Nightwing has said it, Richard Dragon said that only he or Connar Hawke could take Shiva (Dragon referred to Batman as a talented amateur) and Batman has insinuated that Shiva is better as well. Everyone in DC (including Batman) thinks Shiva is a better fighter than Batman... but I guess you know better?

Speed? Bats was able to stop deadtrack a berserked Impulse.
Strength? No-brainer.
Skills? No-brainer also.
Only advantage is Elektra is female. And if Batman feels naughty, they can you-know-what-im-talking-about.
Which give Elektra the 0.5/10 advantage.

She's his EQUAL but of the gender opposite. The Amazon ARTEMIS dropped Batman in hand to hand. He needed a dart gun to save his butt.
Speed? Elektra DOES have enhanced speed. Batman does not. She literally moves like a blur.
Strength? Matters not when you cannot hit what you're aiming for.
Skills? No-brainer? Really? Shiva > Batman. Batgirl > Batman. Elektra's one of the top martial artists in the entire Marvel U. Batman is NOT one of the top in the DCU.
