When I stated matter manipulation I meant transmutation of elements and changing one substance to something completely different. It's likely my fault for being to vague.

For a basic example, Storm can't turn a rose into a bar of gold.

apoc can only change himself i beleive and even if she did have that power she couldnt change him anyway.

even without unstabe molecules she has made clothing out of nothing. she has completely gotten rid of her clothing too. and im sure the uniform isnt made to make her naked lol.

it proves her power level is unpredictable because he didnt know she would be that powerful.

i think when he wanted to get to his devices, that was what he wanted to get. maybe. i dont know, its a possibility.

and even if he did use that device on her. i dont think she would let it get her.
