However, there are several reasons that wouldn't work.
1. My hostage situation earlier.
2. This is the Empire, not the US. If the Jedi hid among the civilians, and it was successful one time, the empire would make sure to level the next city, with an "ah well" to civilian casualties. Guerrila Warfare doesn't work when someone isn't worried about winning hearts and minds.
1. Once again, if the jedi play smart, then they'll realize that the death of the jedi order will do much more harm to the galaxy than a few hostages dying: besides, if they try then they'll die, and the hostages will probably get shot afterwards anyway.
2. This is the Knightfall 501st, so the Republic is still around. And I think that it was stated somewhere that clones were trained to try and protect civilians...at least until the Empire came around, or if they are given orders to do otherwise, and Vader isn't leading them this time. Plus, I never said hide among civilians. They could very well hide in forests or mountains.
