it is referencing cognitive speed or comprehension speed of a single volunteer in relation to different images and objects. It even talks about how his comprehension speed is faster for some objects than others. Absolutely nothing was mentioed about the uniform speed of neural impulses for humans (which is what in ur own convoluted and confused way u are referring to) which as u can see here

I have shown feats which indicate that SS thoughts (comprehension and neural impulses) operate at a far faster rate than those of regular people (heck than those of most superpowered people as well). Either post a reasonable response to it or concede.
Further, Read the scans u posted. Flash made it into Zooms world i.e his timeline. Hence the reason he was able to fight him evenly. There was no mention that zoom had stopped moving in his timeline. This is getting ridiculous.

Actually, he meant the speed of what Zoom was traveling. I don't understand how it would make sense for Flash to even run into his timeline when Zoom controls it. It doesn't make sense
