My problem has never been keeping him from using his speed I just don't see him doing it the majority of the time.
If you want to pretend he does it in the majority of his fights despite him not doing so then by all means continue.

he gets hit by most people because he knows he can take a punch and not be ko'd. he has more than enough combat speed feats to show that he can dodge almost anything he likes when it suits him.
we're talking about a guy who lets villains hit him just so they can take their anger out on something.
Saying that he takes hits isn't really impressive unless the people who hits him are powerful. Even then it doesn't really come out as something positive here. He does fight in character and being able to dodge an attack isn't really as good as being able to go invisible, intangible and the like.

he can go invisible too. just not the way someone like j'onn does.
