The fact that you're confusing this with time-manipulation is because of the context in which it was used by Captain Comet. This is a weaker degree of telekinetically freezing someone in place. You do not freeze them in time, you freeze them in place. Slowing someone down is not manipulating time, nor is it a loophole around it. It is just that, slowing someone down.Look at it in a different context and see how it is: http://i799.photobucket.com/albums/yy275/llagrok/ext3pg15.jpg
By the same coin speeding someone up would also be manipulating time. There is no way around that. This is how telekinetics move after all, they use the telekinesis to move themselves around quickly. The only thing Comet was doing was using telekinesis to hold the pendulum, how is this time manipulation?
The only thing that was needed was the context for this statement: "twelve time-slowed minutes later."
From a judge perspective, the attack wasn't directed to destroy the planet itself, it was specifically to cause the black hole. Also, I'm not sure the blast would actually destroy Apokolips. Don't forget, Apokolips is far from a typical sized or constituted planet. It's in the 4th World and the New Gods boomtube to it and regain their normal size on Apokolips/New Genesis, meaning it is enormous. If it were a smaller planet or moon it might get the gasface, but Apokolip's properties are very, very different.
It's not my call though. Just giving an opinion.

Energy Sphere will detonate, the discharge will shatter the planet consequently creating a Black Hole .... the battlefield has drastically changed to our advantage.
Not sure how to interpret that otherwise.

I read the entire thread, not just that sentence. I'm also taking into consideration the fact that the blast more than likely couldn't destroy a planet the scale of Apokolips or New Genesis, which are gigantic planets. If I only considered that sentence, and removed all other factors, I'd give it a thumbs down.
