"No!" says the librarian. "No reference, no entry!"
Awesome, my contact pwns. I thank Mineh. I may see him on Coruscant shortly if a visit to the Council is needed, in which case it wouldn't hurt to meet with him personally. But I'm hoping to avoid such a trip, and wish him the best.
I contact the Council, this time not in a bath towel. I'll go with my formal Jedi robes. Beeble suggested I do the talking, but feel free to have Jonn chime in if needed.

Okay, I'm a little lost. What is the card he's talking about, at first I thought it was ID but now I'm unsure as to what it is. Either a card showing who is referring us to the library or a card showing what we are intending on looking up.

It appears he needs an itemised list of what you are going to look at.
The Mind Trick is not hypnosis- he won't see what is not there. If you Mind Trick him it would be more along the lines of "I don't have a reference, but you don't need to see one to let me in."

Tilulla and co, you are through to Trorn, who is the liason to the Jedi Council and gives out the standard missions to Jedi in general when it is not a special mission which warrants seeing the Council (i.e. anything in the films and... most RP games actually).
Trorn- an quiet, bookish type who has not done active work for a very long time- seems genuinely thankful for your interest, but he has a worry.
"You must understand that Xeth is involved with a Jedi investigation. An official one. He made a choice to go with that route, as did those with him. We've always let the both of you choose your own path, but if you want to get involved here then it will have to be done by the rules."

Descending down to Mebark, Iffa. Once a land of golden beaches and sparkling seas, it's now an industrialised mess and a hotchpotch of different races, cultures and interests. Being such a transfer point makes it a big target for crime- smuggling rings run out from here and it is known as one of the most inmost strongpoints of the criminal syndicate known as The Golden Serpent- the Serpent is an overt controller of space, like the Hutts, but normally much further out. They don't RUN Mebark, but if you want to do business here you'd better not be an enemy of them.
Local law enforcement will have to be seen through that 'lens'. In places like this, they are more interested in what is good for Mebark than what is good for justice.

I think the first thing Iffa needs to do is to know what she looks like. Can he gain access to the starport security cams?
You have her likeness- a very distinctive one in polite society; pale and covered in tattoos and piercings. She stands out much less on a planet like this.
You'd have to ask local security about that.

Wentar- in theory. But what would they fill it out with? They know neither titles nor reference numbers.
"I've never had a problem with the majority of the Council's rules, Trorn. Just enough that I could not work directly with them. They are complacent, and bar monetary gain and physical pleasure, none of which I can abide by. We have our disagreements, but if Xeth Tam is involved, perhaps they understand that a more active approach is needed in certain situations. Xeth also pays me for my services, even if you won't. So I will defer to the Council's wishes, you need not worry. Just give us the details or get me in contact with the Council so that we can get to work."
This bookish guy likely would've freaked if I contacted him in the nude. A shame I put my robes on.
Beeble, again, feel free to step in if anything I say doesn't speak for the both of us.
Unfortunately, the Serpent are not like the Hutts, lording it over their underlings- they prefer to remain quiet and unseen. Nor is this really the centre of their power base; just somewhere they have a lot of influence over. There is genuine government here and local law enforcement; you just have to bear in mind they are not hyper-justice types like you.

The Mind Trick is a powerful tool and blowing a force point on it gets you through many things. Obviously, though, we wouldn't make the story impossible without it.

"Yes, well, no need to have those arguments out all over again; we know where we both stand," says Trorn. "Xeth is involved in a mission to trace down an exceptionally dangerous fugitive. Unfortunately, we now have a separate lead on that fugitive and the team's pursuit of a lead has taken them beyond most communication ranges; we sent a message by relay but have had no answer. There is another Jedi close to our new lead that we've assigned to the case; he could do with some back-up. If you are willing to accept his primacy on the case, that is. Like I said- by the rules."
