The customs office is going to be more of a pain, Iffa. It was set up to handle large freight only- Mebark has pretty open borders (what with it's... errr... 'wide variety of visitors'. However, since the Bureau came into existence, all people entering the system at least have to have SOME check done- but the record keeping here is atrocious and no-one wants to seem to take responsibility for it.

If we now can somehow press empathy with his situation and can tell him/offer him assurance that we will get things right, I think we can get in...
Unfortunately, I can't think of something on the top of my head to do. If someone says "I know, I work in a libary as well so I get the shivers when things get misplaced" will get him to ask "so why didn't you know about the reference card?".
What's the chance, people reckon, we let him join and knock him out, or let him join and get some other plan for getting the info?
