Pretty sure we've done this dance to the exact same tune before, but whatever.Yes, I understand that you are trying to show what it really represents. And so am I, the interpretation of the scene determines the feat. But do tell, if the scene is not evidence of it, then what the hell is? And if there's no evidence, why even try to claim something using the scene?
Essentially you would have me assume it's as fast as an average bullet because it looks like a bullet and came from something the game calls a gun.
All you're basically telling me is that the scene is nothing more than a plot point. Doesn't seem like anything more than a rant, really.
I'm not denying anything. You just want to say one thing that isn't any more logical than something else is more logical than the something else. Fact is, it just isn't.
Squall may simply have been comforting Irving. And Ultimecia's head still moved after the shot hit her field, she did not know where the bullet was coming from.
Ultimecia could in fact be black. You don't know who her parents are, do you?
Irving's rifle have a scope on it?
Quit ranting, bro.
Interpretation determines things? There is something called evidence that it would get along well with those intepretations of yours. That is an visual effect that has been applied on that assassination attempt. Bullets aren't visible, that clearly indicates real time is out of context, that is the main reason in animating the whole bullet and its entire course. It isn't slow-motion, but it is clearly an special motion on the scene, even with a small shock-wave around the bullet. It could have made to add dramatism, tension or suspense. Whatever the case, it indicates real time is not there. But for you, it is logical to assume that the developers made it to show its speed, since for you, that's what you call evidence. So, let's say they thought something like: "Hmm.... It would be good to make that bullet visible, so the players can figure out its velocity". What reasons they had, in order to animate the bullet and make it visible through the scene? It was to indicate that is so slow that is even visible? Or it was to indicate that is just an visual effect on the bullet's perspective and its trajectory, applied on the scene for the audience, since bullets aren't visible? I think people would figure that out better. It wouldn't make sense either if the shot lasted thousandths, or, in this case, that scene would be hardly understandable. I personally like the part when you use the word "fiction", that is exactly where these visual effect comes. That "gun" is a Sniper Rifle. The cut-scene was made for plot purposes. That's the basis. You're making it sound like they did it EXCLUSIVELY to show to us a "reaction feat".

Why would I measure the electricity? It's enough to make it into a sort of "armor", which is a hell of a lot.As for the rest of your post, you're still trying to say an inconsistent TV show is consistent. It isn't, practice what you preach and face the facts.
The "Thunder Armor" was made by an specific process, not because the thunder was so strong that created an armor. Ash planned everything, that's why he looks at those storm clouds that were approaching in the scene. Those clouds served as receptors for Pikachu's thunder. Brook said: "I think they're storing up thunder's electricity in their bodies". It's about static electricity or something like that. At least it have some kind of explanation about it, is hardly nonsense. Unfortunately, we can't say the same about the Pokedex entries, which most of them doesn't makes any logical sense. Just because that move it isn't in the games, it doesn't mean is nonsense, it means is a move that it isn't in the games.
The Anime may have inconsistencies, of course, just like every Anime, fantasy, etc, that's not an issue. It just holds more logic than some Pokedex entries. Once again, you shouldn't take them serious. That "TV show" is canon to the Pokemon series like the games, if not more. We're not going to change our mind about this. We'll better take different roads.
