HE wasn't fighting back, Jean Grey got freaked out and blasted before she could recover, and it's unknown whether Black Bolt was screaming (which didn't look like it, considering the terrain around Apoc looked fine). The only decent showing was against Exodus, who's not on MM or Manchester Black levels of telepathy.
