Well, he's Mon El. Pretty much all renditions of Mon El have been written as peers to Superman (Even the most recent one in New Krypton)
But for this "specific" Mon El, I posted scans of their first fight just to prove where they stand, power level wise.
And in the Lobo respect thread, there's scans of them fighting in their L.E.G.I.O.N. heyday.

I don't agree that he's Superman's equal. A peer, sure, but not his explicit equal.

So, what does everyone think of the Eclipsed Lar Gand vs Superman anyways? For some reason, everyone posts Cap vs Eclipsed Supes, but this fight almost never gets put up even though it's a pretty good feat.

Heh, I thought so too, even back when it first came out.
But you know that old trick where they body slam their opponent from the upper atmosphere to the Earth at high speeds for a KO? I guess considering how strong Superman is, he could drive Mon El's head into the ground at pretty high speeds with just a judo throw.. We're talking about someone that could literally throw someone into space, so why not?
