No, far from it.
His regen and durability to physical damage and range and all may give him the nod, but it's definitely not a one-shot deal by any means. These are herald-level fighters, Frenzy x6 is a chump in comparison.

As you see, Apocalypse is separated from Cyclops's body and his essence is literally stabbed by Cable. He was presumed to be dead for some time as he no longer had a physical form.
Even Ozymandias, the guy who's been Apocalypse's slave for 1000s of years and knows about most if not all his abilities, confirmed Apoc's supposed death.

It certainly wasn't because of his blood as you never see his blood be spilled at the point of his 'death'.
Apocalypse has telepathy. He was unable to take his physical form onto the astral plane during the Onslaught Saga and required Cable's help in order to enter it (the rescue attempt of Franklin, if you'll recall). He has mind reading and brainwashing. Whether he has the total package is up for debate, but those two aforementioned abilities have been displayed on panel.
Also, in regards to his regen/healing factor, that is part of his control over his atomic structure and techno-organic metamorphing. The "vat of organs" concept was introduced in the Blood of Apocalypse storyline. Cable "resurrected" Apocalypse post-M Day by dropping some of his blood into a vat of organs as the transmode virus in Apocalypse's blood will overwrite the DNA in the material and create a new body for Apocalypse. That is not Apocalypse's only means of regeneration or resurrection, however, as he can both psionically possess/transfer his consciousness or simply overwrite the form of a new host.
Anyway, I'm on the Apocalypse wins side as well.
