Well yeah, Negan's only had enough screen-time for a single monologue. The Governor had like a season and a half. We just need enough time to get through a shit load of filler and silliness before we come to the climactic conclusion of Negan's storyline...
...before we have him go through a faux redemption and re-fall to darkness by reenacting his previous climactic conclusion.

The dramatic build up was nice and all, but I am still not impressed with the Saviors as a whole. They have a cool and clever leader, and lots of numbers and guns, but the show they put on is nothing Rick couldn't have done with equal manpower, resources and prep. And so far, without the odds stacked massively in their favour, the Saviors have died in droves against Rick's people.
Kinda how like the zombies took over the world with an overwhelming force while being drastically inferior to the world militaries. 🙂

He seemed a bit silly as well. With all this hype I was expecting more. Granted he was only on screen for ten minutes but he needs to impress me. I'll give him next season but right now it's the Governor as the best villain. Sheer force of will.
As for the Guv being better, iyo: Negan's been on screen for ~10 minutes. The Guv had HOURS of exposure, across a few seasons. Not really sure wtf you expected to seen from Negan in the finale, but it was certainly much better than the Guv's first appearance. 🙂

It was a great introduction point, even though Rick group is better overall and more versatile IMO then the saviors, the saviors just get with the sheer numbers which is more shock then anything.
The Guv has nothing on Negan, let's be real Negan is a far better villian than the Guv it's not even close, Negan is like that main villian like Darkseid or Thanos when they show up sh!! just got real in a big way, and I mean by their present and what they are capable off doing, plus Negan would utterly stomp the phuck out of the Guv for pure pleasure.

Your last statment, I know its been some years this makes sense to me. Shane didnt hear a heart beat thats why he left rick and barricaded the door after he left, if shane had hear a heart beat he wouldve gotten rick out some how.

Yeah, not sure how Negan was "silly". Anyhow.
JDM's ten mins of Negan was far better than the majority of the Governor's screen-time. I had initial hopes for the Governor, but he turned out to be a pretty plastic villain, imo.

I say in season 7 we might get hints of the whispers, I know it might be too soon but I can see it all the way up to season 8
