a.) The Terminus clan(T-clan) did everything they could to not harm Rick and the gang--they used the gunfire solely to corral the group into specific quadrants of Terminus(which were always marked "A", btw.)
b.) We heard other people screaming from the boxcars whilst the group was running through the grounds... So we know there are [many] others imprisoned.
c.) We saw a shrine/ritual/candle room filled with names of the deceased, along with the phrases "NEVER AGAIN", "NEVER TRUST", and "WE FIRST, ALWAYS" painted on the walls.
d.) We saw empty boxes of powdered milk outside the boxcar Rick and co. stepped into(ie. the T-clan keep the people they trap alive.)
And most importantly...
e.) We saw a shit-ton of human remains on the grounds:
It seems clear that the T-clan trap/store/imprison people who come there seeking sanctuary, and fatten them up as much as possible before slaughtering them(not unlike feed-cattle.) I'm guessing the T-clan are so quick to offer food(ie. human flesh) to the new arrivals because it's laced with some sort of sedative that incapacitates them and allows for faster/easier storage. I'm also guessing that the point of the shrine/ritual/candle room is to try and remind the T-clan that they are killing solely for food/survival, and not out of malice(or somesuch), and that is their way of paying respect to the dead.

Anywho, I just re-watched the episode. Gotta say, I thoroughly enjoyed it--the flashbacks with Hershel(in particular) were brilliant.
