Hardly.
Strip them down to just their physical abilities with no magic, special techniques etc and just their default weapon, and you get something where Kratos looks to have the advantage.

He pushes her away in the second game. Not sure about the third one. She can pass through him in the third game, however. That much is certain.

Shes already won, she has a vast array of powers from reforming from bats when harmed to freezing time (and being fast enough without freezing time) that would render Kratos quite useless. Chances are she blows his eyes out with her guns and then blitzes him from behind, sticking her sword through his head.
