We do know, however, that some powers get better over time through training because the vamps don't know how to use them. Bella got exponentially better with her shield in just 3 months. You're incorrect. They do not get "weaker and weaker" unless they sit around for years and years on end. The only people doing that are the Volturi and the once ruling vamps, the Romanians. The Romanians started to petrify, but stopped around 500 ad or bs (I don't remember when), when the Volturi overthrew them.
There are others that are quite old but didn't petrify one bit.
And Aro and co didn't petrify because they got lazy and relied on their powers too much, they slightly petrified because they sat around, literally, not moving, for years.
