Captain Kuro with Shikushi or whatever the **** it was called was fast enough that he remained invisible for the entire time he was moving, he could not be soon at all, and was confirmed to be as fast as Soru from CP9. Luffy reacted to him and bested him.
Also, lightning is indeed slower than light. But it is still 60,000 meters per second, in other words, much faster than anyone could ever dream of being in Naruto. Not that it matters in regards to Luffy, he never had to react to Enel's lightning attacks.
Naruto's best strength feat is in Sage Mode when he overpowered that giant rhino summoned by Pain. You know, the kind of shit Luffy has been doing since the beginning of the series? 😐
Luffy was able to intercept bullets fired at Zoro and Coby when he was on top of a Marine HQ and they were ground level, from over a hundred meters in other words. This happens in like, chapter five. 😐
Find me an actual quantifiable speed feat from Naruto. The fastest characters, barring space-time jutsu such as Madara's or Nagato's, can be proven to be supersonic at best.

The two things are not the same. A Skilled magician in the real world can move his hands faster than the eye can see, does that mean he's moving at light speed? Nah, it just means our eyes are slow as shit when it comes to tracking fast moving objects.
No one has yet to prove that any character in DBZ can move at light speed. Yusuke from 'Yu Yu' is faster than DBZ characters... unless you count instant transmission as a speed feat, which would be silly imo.

Pre-Timeskip, not even Chuunin level Sasuke > supersonic attacks. Something else to note about that instance is that Sasuke didn't just dodge it, but he moved out of the way, picked up Naruto and Sakura, carried them both on his body (three times the weight) and dropped them off on the other side of the clearing, before it even happened.
So, not just faster then the super sonic attack many times faster then the super sonic attack.
As I have already proven to you a dozen times, pre timeskip Temari > speed of sound.
Pre timeskip Kyuubi Naruto moves so fast that the friction he creates by moving ignites the air itself and instantly incinerates objects around him, hence, faster then sound.
pre timeskip Rock lee with gates tears apart solid rock by running and jumping on it.
None of these characters are top tier, and were considered to be relatively weak and slow compared to the stronger ninjas of the time. Post timeskip they're even stronger.
etc. And by the by, flintlock pistols did not fire bullets at a velocity anywhere near modern guns do.

You're assuming that they fired the bullets and then he traveled the distance and landed before the bullets could get there. The scan doesn't imply that though.

It's not like when batman does it, where he's moving so fast that they can't even aim the barrel at him long enough to fire. Zaku's already aimed his hands at him and Sasuke's just standing there. So at what point would he have moved out of the way. My guess is that one could assume that he did it just before Zaku launched the attack, but, it's not like a gun in that the trigger is pulled. How would he know when to move so that he moves just before it's launched? My own assumption is that the attack itself was his cue to move.

Yes Haku was been stated to be light speed in the Demon mirrors by Kishi and in the Databooks.
Sasuke's crappy two tomoe Sharingan was capable of tracking the movements of Haku in the demon mirrors, and currently in the manga characters like Riakage with his lightening sheath are too fast for even Sasuke's complete Sharingan to keep up with. The logical implications of this is that the default speed of current high ranking ninjas is potentially faster than light. Not sure what the problem is.

Look, I'm not saying it was, 100% sure aimdodging and nothing else, but aimdodging is a less exaggerated way to put it. Notice how in the other scans you posted sound got to Lee between punches, as if soundspeed was a big deal for them.
If there are other quantifiable speed feats backing ultra-sonic speeds after or before that I would not have any problem accepting them.
