Because they dont want to. Doom is disgusted by american culture and people, deeming them as inferior. I've read him say he avoids being in the usa as much as possible because he apreciates civilization. RR simply has no political ambition.
Latveria is a global power. Militarilly, it is probably more powerfull than marvel usa and has no poverty or unenmployement whatsoever, so the material quality of life is better there than in the us too. Doom wants to conquer the earth and rule as an absolute monarch, not get elected in a foreign country that you apparently believe is the bestest one ever.

As indicated by others, "intelligence/who is smartest" can be a very misleading term, as many different aspects of intellect can come to bear on a given situation. But using the general concepts presented, taking a median level for each, and the opinion of two friends who are *extremely* knowledgable about the characters:

Doom (though my friend Mark thinks D and R should be flipped)
Bruce
Black Panther
Hank tied with Tony (though with Tony having superior applied tech)
Peter (who, while very intelligent, is just not on the level as those above him on the list)

To be fair, that actually makes them 2nd World, not 3rd (which would include many countries in Africa, South America, and several other locations).
