You're focusing on one thing: who can invent the best tech. Reed is too much of an absent minded professor to be called most intelligent man in comics. In fact there have been times when other members of the FF have called Reed "the world's dumbest smart guy" because of his at times jarring lack of common sense.

Hence Metron being the obvious choice.

All the super genius inventiveness one could ask for, enough of a diabolical streak to not be a pushover but also not be truly evil, the necessary restraint, patience, and decision making to handle whatever a situation warrants, and the ability to work on both sides of the good/evil dichotomy without making waves.

Metron's the best of all worlds in my opinion.
