That's almost always been the case though.Look at the American Revolution. In the early years the Rebels got wrecked pretty much every time they met the Redcoats on the field on their own terms. While conversely guerrilla fighters using Indian tactics had much better success. It wasn't until late in the Revolution that the Americans became a good enough military to actually challenge the British on the field and match if not beat them.
