I don't know, I feel it wouldn't really fit with the "spirit" of the character... plus it would look silly. Hulk getting his ass blitzed and then revealing that he just also happens to be "The fastest one there is!" would be a classic panel though.
If Hulk actually did/said something like this, I would become a fan for life. Would be an instant classic.
It might violate the spirit, but I wouldn't blink an eye. As strong as the hulk is, being strong enough to propel his 1000+ body as swift as lightning and over would not make me call 'bullshit'.
