He's always been portrayed as a character that used speed as one of his main abilities when it comes to his power set. Novas have numerous speed feats that should easily put him in at least the 2nd tier...

That's a gimme. Nova is one of the few Marvel characters to demonstrate super speed in just about every manner. Somehow I just forgot to add him in. Imagine that 😂

I always loved Starhawk. Maybe Marvels most underrated character.

Speaking of Sentry, I loved when the Void tried to have a guy kill himself by shooting himself in the head, but the Sentry caught the bullet. The gun was point blank too. Not the fastest feat ever, but one of the coolest. He also flew halfway across the world, took care of a problem, and flew back before Lindy could even use the pisser. Pretty impressive.

The Runner has my vote though.

Not sure why u would think this...

This is Makkari not even fully aware of what he's capable of. His abilities as an eternal is coming back to him slowly. There's some kind of Doppler effect happening to him in his "red" and "blue" perception. I think that has something to do with something moving at around light speed.

Cosmic: Easily. Surfer is more than capable of doing that. He's actually got enough speed to compete and not die right away against Superman, even if Supes is better at using it and faster in combat.
