My pet theory is that DC kind of had this very vague image of what they thought Kyle could be as the white lantern, which is an idea that certainly has a decent premise and a lot of potential.
Then they gave him a series to explore that potential, and found out they had no idea what they wanted to do so they have him going around doing mundane boring shit with absolutely no direction or apparent plan.
I think keeping Kyle as a WL post-Relic arc was a bad idea. Stopping the death of the universe by expending his entity powa directly into the Source WAS his purpose. Now there is no point for him to have said powa at all. Like you said, DC is just coming up with random shit for him to do at this point.

There is a reason he's the white lantern. Supposedly there will be another (shocking, right?) epic event that will deal with the secret of the Source Wall. It would have been a stupid idea to just lose that knowledge of all that training to become a white lantern.

Check out New Guardians Annual for that direction. Him becoming a WL is something new, anyway.

Now that he has used that power of save the universe, I'm not even sure how/why he still exists as a WL... It's entirely pointless. Heck, I'm not even sure how/why any Lanterns exist, given that the embodiment of EVERY spectrum sacrificed itself, but I digress...

Kyle had to train for each of the emotional spectrum, right? Basically each issue delt with a specific color/emotion. If he somehow forgot that, i think that would be lame. He has the knowledge, so just let him be the WL.
Kyle stands out against all other lanterns and I think that's a good thing. I'm tired of seeing all green.

He stood out for a time, but now it's just pointless. There's no need for him as a WL... None at all.And it hasn't been 'all green' for YEARS now. Just saying...
There will be a point. Even Jordan said he will delve into as to why Kyle is a WL. Just be patient. He just mastered all the emotional spectrum.
Here's the preview for JLD! Looking good!
