Will Justice League and Action Comics still have a higher price point going forward? Johns: Yes. "Starting issue #5, Gary Frank and I will do a second story in every issue called The Curse of Shazam." It will relaunch Shazam. Action Comics also has bonus material.
It only took about years in the making to finally get at least this, but I'm happy about it. Johns knows his Shazam stuff from his JSA days, so I'm confident this will be awesome, even as a back up.

It's a brilliant move on part of DC, actually.
Over the past few years, Cap has been slowly getting more play outside of comics than inside of them: Mortal Kombat vs. DC, Batman: The Brave and Bold, Superman/Shazam!: Return of Black Adam, DC Universe Online, Young Justice, etc. There's a collective of non-comic fans out there familiar with the character, if at least on a very basic and rudimentary level.
Now, they're giving him a back up handled by two very popular workers in the industry in their best selling and flagship book in the company. His exposure is going to skyrocket because of it, and with Johns handling his re-introduction, it's probably only a matter of time before he joins the Justice League (or JLI or perhaps another team book) or gets his own ongoing.
Judging from the name of the back up, I can only imagine this will be a slightly darker, modernized take on the Shazam mythos. That in of itself I have no real issue with, but the problem is whether or not Johns and DC can make Cap stand on his own without heavily tying in Black Adam, who's by default, more popular than Cap due to his "badass" factor. Considering the character of Billy Batson and Captain Marvel, which is essentially the epitome of a male adolescent power fantasy - what kid didn't grow up wishing he could magically transform into a superhero? - it really seems like a simple solution to create good stories and the like revolving around Captain Marvel.
In short, if the back up is really well received, and there's really no reason why it shouldn't be, it opens the door for Cap to stand on his own in a solo ongoing or at least be involved with a team. If for some ungodly reason it doesn't draw, then DC didn't go ahead and risk an ongoing on him.
