Galactus was able to recall it from Abraxas and it is explained as being part of him.

Read what I said again. The Ultimate Nullifier Reed made was JUNK. It didn't function. Galactus saw it, got nervous, and renewed his vow never to eat Earth.

Galactus has genius level intellect along with telepathy and cosmic awareness.

He could have easily known if it was real or not.

Galactus tried to use his telepathy, but the Watcher blocked him. He was unable to tell the real deal from Reed's bullshit, which he should have been able to do if it was intimately connected to him.

Even if the Watcher blocked his tp he still has CA.

Let's say it's not PIS, it obviously is, it's irrelevant since the Abraxas arc explained clear as day his connection to the UN.

No, all it means is that he was able to summon it from Abraxas. Just like Champion can summon the Power Gem.

The reality of the matter is that when Characters on the level of Galactus and upwards interact with heroes, PIS is a necessary corollary. Without it, the heroes would not be able to survive the encounters as they would literally be thought out of existence every time. Their would be no story.
