no, what he's saying is there IS no explanation. if marvel has simply decided to make the un part of galactus now (as seems evident by its most recent appearance) the earlier instances have been retconned. retcons cause all SORTS of problems, but when they happen, there is really no real way to explain away past events. the beyonder retcon was assinine and the half-assed explanations they tried to use to explain it all away were idiotic, but as readers we simply must accept it.
i'm not entirely sure that abraxas arc WAS an official retcon, but it seems to have been one. that was an important arc where we learned a great deal about galactus. or maybe it somehow became 'part of him' after his resurrection? who knows. i DO know you'll not be getting any explanation, because there is none.

Give it up. There was no retcon. Galactus alleged that he has some connection with the UN but it hasn't been expanded upon. It is clearly not part of his personal power and it does not elevate him to the status of an abstract entity.
There was no retroactive continuity involved, beyond Galactus displaying the ability to summon the UN back to himself. Maybe Galactus is not always sure he can summon it back before someone pulls the trigger.
Galactus says that the UN is a part of him, but he also says that he's the Alpha and Omega -- the Be All and End All. He isn't above waxing the poetic and making dubious claims.
