^ So it seems Palpatine holds both Vader and Tarkin in just as high regard, and consider the 3 of them as architects of the Empire. It also suggests there's no black or white answer on who has the next highest rank under Palpatine.
The same novel goes on to explain that Tarkin was the primary person in charge of the construction of the Death Star (hence it making sense for Vader and Tarkin to "compromise" on Tarkin's command there.
